What This License Is

The Arizona Property line of authority licenses you to sell coverage for direct physical loss to property — homeowners and dwelling fire, commercial property, inland marine, and similar first-party products. It is issued by the Arizona Department of Insurance and Financial Institutions (DIFI).

Property pairs naturally with casualty, and most Arizona producers take the combined P&C exam for that reason. The standalone property license fits niche roles: flood-focused agencies, inland-marine specialists, or producers joining a shop where someone else holds the casualty book. It is also one of the two lines (property or casualty) that qualifies you to pursue surplus lines broker authority later.

The Property exam is Series 13-42 through PSI: 100 scored questions (plus 5–10 unscored pretest items), 2 hours, $50 per attempt, 70% to pass. Results display on screen at submission.

The combined Property & Casualty exam (Series 13-34) — 150 questions, 2 hours 30 minutes, $59 — earns both lines in one sitting. Unless your role is genuinely property-only, the extra $9 is the obvious buy; you can compare the single Casualty exam (Series 13-43, $42) on its own guide.

Exam fees are neither refundable nor transferable, but a paid fee is valid for a full year, and you can reschedule without losing it with at least 2 days' notice to PSI.

If you remember one thing: most states make insurers ask permission before using a rate; Arizona lets them file it a month after it's already in use. Exam questions that assume prior approval are testing whether you know Arizona is different.

Eligibility Requirements

Minimum age 18, with an Arizona principal residence or legitimate business presence (ARS §20-285). Fingerprint-based DPS and FBI checks are required with the application, and the background questions must be answered truthfully — disclosure with documentation beats discovery every time.

Important CE details: At least 6 of the 48 hours must be ethics. Producers who sell federal flood insurance must also complete a one-time 3-hour NFIP course, which counts toward the 48.
