Wisconsin's Property license is its own line with its own exam — PSI Series 22-05, 100 questions in two hours for $75 — because Wisconsin offers no combined Property and Casualty exam. The state-law content on it concentrates on how rates reach the market and what happens to a risk the voluntary market declines, and Wisconsin's answer to the first is genuinely unusual: rates go into use first and get filed afterward. What This License Is

The Wisconsin property line of authority covers insurance against loss of or damage to real and personal property — homeowners and dwelling policies, commercial property, business interruption, inland marine. It is issued by the Office of the Commissioner of Insurance.

Property is a genuinely narrow authority in Wisconsin, narrower than in most states, because Wisconsin refuses to bundle. There is no combined Property and Casualty exam: casualty is Series 22-07 and a separate line, and the two are never sold together. A producer who wants both writes two exams and pays two license fees.

There is a third option that catches a lot of candidates by surprise, and it is worth pricing before you commit. Personal Lines (Series 22-09) is a single 100-question exam that covers personal property and personal casualty risks — homeowners and personal auto together. If your work is personal-lines service and sales, that one exam does what Property plus Casualty would do for that market, at half the exams and half the license fees. Property-only earns its keep on the commercial side.

The Property exam is PSI Series 22-05, "Wisconsin Property: General and State" — 100 scored questions plus 5 to 10 unscored pretest items, 2 hours, $75. Wisconsin law is inside those 100 questions rather than in a separate paper.

Series 22-06 is the 35-question, 1-hour state-specific version, available only to an applicant who previously held the Wisconsin property license. Same $75.

Because there is no combined P&C exam, the real comparison is against Personal Lines (22-09): also 100 questions, also 2 hours, also $75, but covering both the property and casualty sides of personal insurance in one line of authority. Property plus Casualty costs two exams and two license fees; Personal Lines costs one of each and stops at the commercial boundary.

The exam fee is per attempt, non-transferable, and valid one year from payment. Attempts are unlimited. You cannot rebook the same day you tested, and a cancellation notice must reach PSI two days before your appointment or the fee is gone.

The use-and-file rows are where a well-prepared candidate most reliably answers wrong, because the label sounds like one they already know. "File and use" is a real regulatory category and it means the filing comes first. Wisconsin is the other thing: the rate becomes effective, and the paperwork follows within thirty days. OCI does not even approve the filing — it acknowledges receipt. If a question offers both "file and use" and "use and file" as choices, it is testing precisely this, and the direction of the thirty days is the tell.

Then learn the exception, because it is the more interesting half. Under §625.22(2), for one year after the effective date of a disapproval order, a rate promulgated to replace the disapproved one cannot be used until it has been filed and has survived thirty days without disapproval. Wisconsin's default posture is trust; it converts to prior approval for an insurer that has already got it wrong once, and only for a year.

On the residual side, note that Wisconsin does have a FAIR-Plan equivalent — the Wisconsin Insurance Plan — which distinguishes it from states that leave hard-to-place property entirely to surplus lines. And it shows up in an unexpected place on the exam: the nonrenewal notice requirements in §631.36 tie into it, because an insurer nonrenewing a homeowner policy has to tell the insured how to apply.

Where to Take the Wisconsin Exam

PSI prints ten Wisconsin sites in the current bulletin. Coverage is better than in most states of Wisconsin's size — there is a northern option at Rhinelander and a western one at La Crosse, not just a Madison-Milwaukee axis.

Two cautions about that list. The Milwaukee-area site is not in Milwaukee — it is the Greater Milwaukee Training and Testing Center in Waukesha, a real drive from the city depending on where you start. And the superseded bulletin still hosted on OCI's own website lists Appleton and Pewaukee, neither of which appears on the current roster. A candidate working from the January 2023 copy can book a mental appointment at a center that is no longer on the list. Rosters change; confirm the site at booking.

Scheduling and forfeiture. Register and pay at test-takers.psiexams.com/wiins or (888) 818-5805, and choose test center or remote proctor at that point — they are separate booking paths. To move an appointment without losing the fee, your cancellation notice must be received two days before the scheduled date. The fee is also forfeited if you no-show, if you are not checked in by your scheduled start time, or if your identification is not acceptable.

Arrive 30 minutes early, and bring your pre-licensing certificate of completion — for a major line you cannot test without it. On identification, Wisconsin's two primary sources disagree: the PSI bulletin asks for one form of valid signature-bearing ID, while OCI's Apply page says two. Check which Stevens Point address you booked
The bulletin lists two Stevens Point sites — the university's Delzell Hall address and a new location at 2050 Fourth Ave that took effect 8/19/25. They are different buildings. Read the address on your confirmation rather than the city name, and give yourself the 30-minute arrival buffer either way.

$75 to PSI for Series 22-05, $34.75 to Fieldprint, $75 to OCI for the property line and a one-time $10 resident application fee — about $195 on a first pass, plus pre-licensing tuition that Wisconsin requires but does not set.

Run the arithmetic before you choose a path, because Wisconsin's refusal to combine exams makes the choice expensive. Property plus Casualty costs $150 in exam fees and $150 in license fees. Personal Lines alone costs $75 and $75. Property alone is the same $75 and $75 but stops at first-party property. If your target job is personal-lines service, 22-09 is the efficient purchase; if it is commercial property or inland marine, 22-05 is the right one and the extra spend on casualty can wait.

The pre-licensing saving is real too: the 8-hour general block carries over to a second major line taken within 12 months, so adding Casualty inside the year costs 12 hours of coursework rather than 20.

Eligibility Requirements

Minimum age 18, with the operative standard at Wis. Stat. §628.04: the commissioner must find the applicant "is competent and trustworthy" and intends in good faith to act as an intermediary. Fingerprints through Fieldprint and the uniform application's background questions supply the evidence.

Pre-licensing is required for this line — 20 hours, completed not more than one year before you test — and the certificate must be presented at the test center. §628.10 allows revocation for false statements in an application; disclose completely.

Keeping Your License Active

Important CE details: Three of the 24 must cover ethics in insurance. Beyond that Wisconsin sets no line requirement, so a property specialist may fill the cycle with life or health coursework.

24 credit hours biennially, 3 of them ethics (Ins 28.04), on a license expiring the last day of your birth month. Wisconsin allocates none of the 24 by line — a property producer may earn every credit in life or health coursework if they prefer.
